Water Quality Monitoring Activities in the Upper, Middle, and Lower Basins


Targeted Watershed Project

Purpose

The purpose of the Cape Fear River Assembly's Targeted Watershed Project is to conduct a basin-wide water quality trading study that incorporates urban stormwater management into an incentive-based watershed permitting framework.
 

Project Description

The Cape Fear River Assembly's Targeted Watershed Project focuses on watershed management strategies in an effort to balance the competing goals of growth and the environment. Since the majority of the impaired waters in the Cape Fear River Basin occur in areas that are heavily urbanized, the basin represents an ideal setting for development of an incentive-based TMDL implementation program with a strong urban stormwater and development management component. This project will launch a water quality credit trading pilot in the Jordan Lake watershed of the upper basin, establish and test a technical and regulatory framework there, then share the products, process, and lessons learned so that similar approaches which include trading can be shared and applied down river to the other two major sub-basins. This project will build on the diverse partnerships the CFRA has already established and will result in a program that will protect the Cape Fear River Basin's valuable water resources while allowing for continued economic growth. Cape Fear River Hydrologic Model

Strategic Planning Project
On January 28, 1999 the Cape Fear River Assembly Executive Committee unanimously approved the initiation of a strategic planning process to identify future issues, needs and directions of the Assembly.  The North Carolina Department of Commerce's Division of Community Assistance was selected to provide facilitation support services and report preparation services for the project.


On May 25, 1999 the CFRA Board of Directors initiated the strategic planning process by participating in a "visioning session" to identify the four most important issues contributing to the future success of the organization.  The visioning session employed a consensus building process which resulted in the selection of the following four key issues facing the organization:

  • Broaden the Participation Base
  • Education/Public Awareness
  • Funding Support
  • Water Resource Management Issues

A task force was formed to examine each issue in detail, and to develop recommendations for the CFRA Board of Directors' consideration.  More than 70 people representing many diverse organizations participated on the task forces.  Throughout the study phase of the project each task force met at least five times to:

  • Develop a mission statement relative to the issue;
  • Analyze the issue in detail;
  • Identify goals, define policies, set target objectives relating to the issue;
  • Develop procedures;
  • Identify resources;
  • Set a timetable for implementation;
  • Rank the priority of each item/target objective;
  • Determine the benefit level of each item/target objective; and
  • Develop an "Action Plan".

Each of the task forces completed their work in December, 1999.  The task force reports were consolidated into a "draft" final report which was approved by the CFRA Executive Committee on January 20, 2000.  A considerable amount of time and effort has been contributed by each person participating in the CFRA's Strategic Planning Process.  The result is an excellent comprehensive tool to guide the Assembly as it continues to strengthen and build on efforts to protect and promote the Cape Fear River Basin.
